      That’s not an uncommon way for eagles to get large , usually dead , things that they can’t lift , to shore. There are areas around here where nutria are trapped , usually around a canal or bayou or other body of water . They are very destructive to levees and dams so are considered a pest . There used to be a market for the hides, no longer. Trappers can collet a bounty with the tail , but little demand for the meat. . Sometimes a carcass is floating and I’ve watched them do this swimming thing to get it to shore where they can tear it apart and get smaller pieces. Nutria weigh in the 10 to 20 pound range, a bit heavy for them to fly with….so they breast-stroke them to shore. Pretty neat trick .
      Eagles might be as good at swimming as they are at flying…though not near as graceful.
