Here’s what happened .
First the land the ranch is on is a rare piece of living history . It is an original homestead property in the original possessors hands . The property has only passed from the original homesteaders to their heirs . As such the land is still under the provisions of the original homestead deed . Those deeds allowed the free use of the adjacent sections (640 acres all 8 of them , visualize it as a 3 mile square with the Bundy ranch in the center square) until they were occupied lands . As such the BLM lands and national parks lands don’t have occupancy of the adjacent sections . So because the original homestead is uninterrupted ,parents to children , Uncle can’t charge them to use the lands that he granted free use of .
While this is a layman’s translation basically that is what happened .
